The album follows the departure of band member Dan Peek, who left the band to pursue a solo career in Christian music. Harbor was recorded by the remaining duo of Gerry Beckley and Dewey Bunnell and was produced by George Martin (famous for his work with The Beatles), who had produced their previous two successful albums.
